Wilfredo A. Reyes, Esq., M.A.

CHIEF BUSINESS OFFICER

Wilfredo A. Reyes serves as WGPITTS's Chief Business Officer focusing on the company's government relations and as the company's chief legal counsel.

Wilfredo is also, the principal of RMiller Consulting Global Advisors LLC, a boutique Firm specialized in legal, government and strategic foreign direct investment affairs. He also works as General Counsel and Managing Partner of MAC Group Global, an early-stage firm focused on expanding the strategic metals supply chain through securitized financing. Mr. Reyes supports projects based on sustainability pillars and Environmental, Social, and Governance (ESG) standards. Previously, he served as a legal clerk for the Hon. Judge Daniel Dominguez at the U.S. Federal Court for the District of Puerto Rico then shifted into implementation of economic development strategic policies in the Puerto Rico Government as an Assistant Secretary at the Department of Economic Development and commerce.

During his tenure, Mr. Reyes managed multiple strategic projects and foreign direct investment initiatives. His work included negotiations with multinational and Fortune 500 companies through active promotion and participation in foreign markets and forums. Among his memorable contributions, Mr. Reyes served as the architect for the landmark designation of the first and only US Foreign Trade Zone Airport in Puerto Rico at Aguadilla's Rafael Hernandez Airport, a tool later used to lure investment from foreign companies like Lufthansa Technik to the region generating well over 600 new jobs.

Moreover, Mr. Reyes led negotiations that produced the establishment of IKEA stores in Puerto Rico and helped consolidate the Swedish retailer operations in the Caribbean by relocating their main distribution, logistics, and dispatch center at the municipality of Bayamon, Puerto Rico with a net creation of 800 new jobs and well over $150million dollar investments.

Mr. Reyes has also served as senior advisor to private sector companies and public sector stakeholders helping integrate and leverage local, state, and federal programs for cluster and data-driven economic development. As an entrepreneur, he has facilitated partnerships with universities and academic institutions for the implementation of clean energy solutions to address climate change and promoted tech and innovation initiatives by helping create co-working space environments, business accelerators, and incubator programs with IoT principles. Mr. Reyes also has facilitated financial regulatory compliance by providing FinTech solutions to many licensed financial institutions in Puerto Rico and the mainland US, primarily for electronic quarterly reporting.

Throughout his career, Mr. Reyes has successfully built partnerships and prosperous business relationships in the US, UK, Europe, Latin America, and Southeast Asia. Using the ForeignTrade Zones framework, he supports trade and commerce promoting the importance of strategic asset development in clusters driven by data and sustainability pillars for market penetration. To date, Mr. Reyes's projects have produced an estimated $500million in foreign direct investments and generated thousands of new jobs.
